It is very easy to play big pairs before the flop in limit hold'em. Raise or re-raise! No matter the game type, starting from UTG (first to act) you will always want to raise 99 or better. If someone raises in front of you, you will generally want to re-raise JJ or better, and if they are an extremely loose and aggressive player you will want to raise 99 and 1010 as well. Still the nature of your opponent will change how you should be playing pocket pairs, the looser the player the more aggressively you should be playing them.
For example, if a rock raises UTG and a tight-solid player re-raises, you will almost certainly want to fold JJ and of course any lower pair to this action, as it is very likely you are dominated.
